What is meant by surface traction in FEM?

If it meant the external forces then why why each time they are
referred as surface traction?

Surface tractions are surface forces. This terminology comes from the
theory of elasticity.

A stress traction vector is a representation of the stress field on a
a plane, external or internal to a body.

So that's probably a force distributed over a surface, like a pressure
but not necessarily normal to the surface.
